SUBJECT: 2003 Workforce Education Related Legislation
Several bills passed the 2003 Legislative Session that are of interest to workforce educators.
These bills are:

SB 1650 - Relating to Criminal Justice Standards Commission. This act exempts
students in basic skills training academies certified by the commission from the basic
skills testing requirements of s. 1004.91. This act takes effect upon becoming law but has
not yet been approved by the Governor. The Police Standards Training Commission will
issue a technical assistance paper upon approval.

SB 2002 – Relating to Law Enforcement Officer Training. This act requires a law
enforcement trainee who terminates his or her employment within two years after
graduation to reimburse the employing agency’s basic recruit training program for all
tuition, wages, and benefits. The effective date is July 1, 2003. SB 2002 has not yet been
approved by the Governor.

SB 2190 – Relating to Continuing Education/Public Adjuster. All public
adjusters (insurance) will be required to have 24 hours of continuing education
every two years with two hours being related to ethics. Current law requires the
continuing education only for public adjusters who work on behalf of workers’
compensation insurance. This act was effective upon becoming law. It was
signed by the Governor on June 4, 2003.
•
SB 2446 – Relating to Child Care. Adds early literacy and language development
training to the mandatory training topics for a child care worker to be employed in
a licensed child care facility. The amount of in-service training required for child
care workers is increased from 8 to 10 clock hours. This act was signed by the
Governor on June 10, 2003 and is effective July 1, 2003.
