Students participating in the Summer Reading Programs are eligible for
transportation funding.
The Automated Student Transportation Survey Information System at
Northwest Regional Data Center must be used by all districts to transmit their student
transportation information.
As of July 1, 2002, the 2002-03 Student Transportation General Instructions were revised to
reflect changes in membership categories as follows:
Category B, Individuals with Disabilities Education Act (IDEA), Unweighted, K-12, is
revised to include only those non-weighted students with disabilities who live less than
two miles from school, but are eligible for transportation funding. All of the two miles or
more unweighted IDEA students should be reported in Category H along with the
existing non-disabled students who live two miles or more.
Category D, IDEA PreKindergarten (PK), Unweighted, has been eliminate
d. As all PreK
students are eligible for transportation funding regardless of distance, there is no need to
report them in a separate category.
For reporting purposes, PK students that were
currently reported in this category should be reported in Category E.

Please note that effective July 1, 2003, students participating in Pre-Kindergarten Early
Intervention Programs (Course Code Number 5100510) or Headstart Programs (5100520)
are no longer eligible for transportation funding through the Transportation Categorical
Program.
Effective January 7, 2003, the criteria for identification of hazardous walking conditions changed
pursuant to enactment of Section 1006.23, Florida Statutes.
Please refer to the 2002-03 Student Transportation General Instructions for student eligibility,
reporting criteria, and instructions for on-line data entry.

Department’s phone numbers have changed since the instructions were published. If you have
questions regarding this document, please call the Office of Funding and Financial Reporting at
the number listed on the front page of this memorandum.
The deadline for transmitting June survey data is July 18, 2003. The attached form letter which
certifies the adjusted membership and the number of buses reported on the database is due to the
Office of Funding and Financial Reporting by July 24, 2003.
The form may be faxed to
245-9135 or SC 205-9135.
The information in this letter is compared with the Department's
report to ensure that correct information is used in the transportation funding formula.
The on-line data entry system will close approximately three weeks following the transmission
deadline for each survey so that our staff may analyze and incorporate this information into the
transportation calculation.
After this period, the on-line data entry system will re-open and
amendments may be entered. Please contact the Office of Funding and Financial Reporting if
assistance is needed.
