2003-2004 Program Challenge Grants Appropriation

Funding for the Dr. Philip Benjamin Matching Programs for Community Colleges and the
Facilities Enhancement Challenge Grants was combined into one appropriation totaling $24
million during the 2003-2004 Legislative Session.
The proviso in the General Appropriations
Act (Senate Bill 2-A, Specific Appropriation 6A) reads as follows:
Funds provided in Specific Appropriation 6A shall be expended as provided in
sections 1011.85 and 1011.32, Florida Statutes.
For colleges that have eligible
contributions in each program, community college boards of trustees shall
allocate the appropriation provided to each college between the two programs.
The president of the college shall notify the Commissioner of Education of the
allocation by the board of trustees prior to disbursement of this appropriation.
The funds were placed in the Educational Enhancement Trust Fund (Lottery) and will be
distributed as funds are made available.
Usually, no funding is received during the first quarter
of the new fiscal year due to other program priorities such as School Recognition, Bright Futures
and Debt Service.

colleges from which we need to have the attached Partnership Challenge Grants Appropriation

September 1, 2003
. We would encourage you

to submit the distribution form as quickly as possible in case funding becomes available sooner
€
than expected. These colleges are:

Central Florida Community College, Daytona Beach Community College, Florida Keys

Community College, Indian River Community College, Lake-Sumter Community College,

Miami-Dade Community College, St. Petersburg College, and Seminole Community College.

These appropriations are not required to be endowed.
The Dr. Philip Benjamin Matching
Programs for Community Colleges, Section 1011.85(7), Florida Statutes states:
The community college board of trustees, in conjunction with the donor, shall
make the determination of whether scholarships established pursuant to this
program are endowed.
As provided in statutes, funding for the Dr. Philip Benjamin Matching Programs will be
disbursed to your foundation.
Funding for the Facilities Matching Grant will be disbursed to the
college.
