Staff and Program Development Plans 2003-2004

As you are aware, Rule 6A-14.029, Florida Administrative Code, addresses Staff and Program Development (SPD)
for the Florida Community College System. The rule specifies that each college shall spend funds for this purpose
“according to the plan developed by the colleges and updated annually.”
Effective July 1, 1996, the two percent (2%) expenditure for SPD purposes was reinstated. That action also resulted
in the colleges providing two reports to the Division: (1) the annual plan for the upcoming year, which is due June
30 of each year: and (2) the submission of expenditures for the prior year, which is due September 30 each year.
This memo is being sent to remind the colleges that their annual Staff and Program Development Plan for 2003-
2004 should be sent to our office by June 30, 2003.

Fleishman, Director of Program and Academic Success, at the address below.
Please note:
It is anticipated that Staff and Program Development reports will no longer be required following the
2003-2004 academic year or whenever Rule 6A-14.029, F.A.C., is officially deleted. Any questions or concerns can
