    SUBJECT: Proposed Amendment to SBE Rule 6A-14.057 – Student Activities
    PROPOSED BOARD ACTION
    Request approval to amend State Board of Education Rule 6A-14.057, Student Activities, to
    require each board of trustees to adopt procedures for student participation in the
    development of the budget for expenditures funded from the student activity and service fee.
    Such procedures shall require the budget to be based upon an estimate of total funds
    generated from this fee as well as an estimate of funds carried forward from the prior year.

    BACKGROUND INFORMATION
    Section 1009.23(7), Florida Statutes, provides authority for establishment of the Student
    Activity and Service Fee.
    State Board of Education Rule 6A-14.057 requires “. . .a budget
    prepared jointly by students and college staff . . .” but does not require the adoption of a
    procedure for this process. This amendment will require each local board of trustees to adopt
    a policy that clearly describes the students’ role in the budget development and expenditure
    process.
    This amendment will also continue the local flexibility and local control on
    expenditures as the needs of students vary from one institution to another.
    The Community College Council of Presidents has approved this amendment.
