K-12 Reading Endorsement Competencies
 
In a joint, collaborative effort, the
Just Read, Florida!
Office and the Bureau of Educator
Recruitment & Professional Development (BERPD) are pleased to announce the K-12 Reading
Endorsement competencies. A process of open consensus, involving the specialized expertise of
a diverse statewide group of professional stakeholders, was used to develop the reading
endorsement competencies. This distinguished group included representation from college and
university teacher preparation programs, Reading Supervisors of Florida (RSF), Council of
Language Arts Supervisors (CLAS), District Reading & Language Arts Supervisors, Florida
Reading Association (FRA), Florida Center for Reading Research (FCRR), FLaRE Center
Personnel, and the Reading & ESOL Crosswalk Committee.

These competencies were developed in an effort to provide assistance in designing reading
endorsement programs and courses which build expertise in providing reading instruction that
meets the needs of Florida’s diverse student population in grades K-12. Some of the ways in
which teacher preparation programs will want to use the competencies include the following:
 
 
Design of state-approved reading endorsement programs. These competencies will be
used in determining compliance with
Initial Approval Standard 5
which requires curricular
offerings which assure competence in teaching the subject matter.
 
Design of courses which meet the certification requirements for the reading endorsement.
 
Design of the 12 semester hours of reading and literacy acquisition courses which are
required in state-approved elementary education, prekindergarten-primary, and some
exceptional student education programs and the 3 semester hours of reading that are
required for all other teacher preparation programs.
 
We encourage you to share these competencies with faculty at your institution who are responsible
for preparing teacher candidates to teach reading. We look forward to our continued efforts to
provide high quality teacher preparation opportunities to support the attainment of reading
proficiency for ALL Florida students.
