PROGRAM
: The United States Department of Education (USDOE) is advertising grant
funding for consortia to carry out tech-prep education projects. These will involve the location
of a secondary school on the site of a community college, a business as a member of the
consortium and the voluntary participation of secondary school students.
DEADLINE
: June 26, 2003.
FUNDING
: Total $9,968,000; awards range from $600,000 to $700,000 for a 60-month project
period; 14 awards estimated to be given.

Disability Rehabilitation Research (USDOE)
PROGRAM
: The United States Department of Education (USDOE) solicits proposals for
awards to projects aimed at improving rehabilitation services and outcomes for individuals with
disabilities. A "proposed priority" has been established by USDOE, along with which proposals
can be aligned; a "final priority" will be posted after review of comments.
The proposed priority is for funding research projects on Traumatic Brain Injury (TBI) for the
purpose of generating new knowledge to improve treatment and services delivery outcomes for
persons with TBI. Projects must be collaborative, conduct research on questions significant to
TBI rehabilitation, be in appropriate interest areas, disseminate research findings, and evaluate
impact of findings on improved outcomes for persons with TBI.
DEADLINE
: July 14, 2003, for transmittal of application.
FUNDING
: Two to three awards will be given, funded at a maximum of $600,000, for up to a
60-month project period.
ELIGIBILITY
: States, public or private agencies and organizations (including for-profits),
institutions of higher education, and Indian tribes & tribal organizations.

Arts in Education Model Development & Dissemination (USDOE)
PROGRAM
: The United States Department of Education (USDOE) solicits proposals for the
purpose of supporting the development, documentation, evaluation & dissemination of
innovative, cohesive models that have demonstrated effectiveness in (1) integrating arts into the
core elementary and middle school curricula, (2) strengthening arts instruction in those grades,
and (3) improving students' academic performance.
This grant program provides resources for
applicants to use in pursuit of the objectives of the No Child Left Behind Act, which aims for all
elementary and secondary students to achieve high standards.
DEADLINE
:
June 16, 2003, for an emailed notice of intent to apply; July 10, 2003, for
transmittal of application.
FUNDING
: $8,360,300 total; $293,000 to $836,000 per award for a three-year project period
with an estimated 33 awards being given.

Emergency Response & Crisis Management (USDOE)
PROGRAM
: The United States Department of Education (USDOE) solicits proposals to fund
projects for the improvement and strengthening of emergency response and crisis management
plans of Local Educational Agencies (LEAs). This may include training school personnel,
students & parents in emergency response procedures as well as coordinating with local law
enforcement, public safety, health and mental health agencies.
DEADLINE
: June 30, 2003, for transmittal of application.
FUNDING
: $38 million total; awards range from $100,000 to $500,000 depending on size of
school district served; estimated number of awards at 150.

Professional Development for Arts Educators (USDOE)
PROGRAM
: The United States Department of Education (USDOE) solicits proposals to award
funding to entities which implement high-quality professional development programs in
elementary and secondary education. This program will fund model professional development
programs for music, drama, dance & visual art educators who use innovative instructional
methods, especially those linked to scientifically-based research.
DEADLINE
: July 10, 2003, for transmittal of application.
FUNDING
: Total of $4.4 million; estimated range of awards is from $250,000 to $325,000 per
award, estimated number of awards to be given is 14 to 17.
ELIGIBILITY
: Local Educational Agencies (LEAs) in collaboration with at least one of the
following: (1) institution of higher education, (2) State educational agency, or (3) public or
private non-profit agency with a history of providing professional development services to public

Foreign Language Assistance (USDOE)

: The United States Department of Education (USDOE) is soliciting applications
for funding to Local Educational Agencies (LEAs) to support innovative model programs
providing for the establishment, improvement, or expansion of foreign language study for
elementary and secondary school students. Competitive priorities include programs that (1)
teach less-commonly taught languages that carry major economic and political importance, such
as Russian, Chinese and Arabic, and/or (2) establish a foreign language program in underserved
schools.

: $10,000,000 total; estimated range of awards is $50,000 to $175,000; estimated

Teaching American History (USDOE)
PROGRAM
: The United States Department of Education (USDOE) solicits proposals for the
purpose of funding programs that raise student achievement by improving teachers' knowledge,
understanding, and appreciation of traditional American History. Local Educational Agencies
(LEAs), in partnership with entities that have extensive content expertise, may propose programs
that develop, document, evaluate and disseminate innovative, cohesive models of professional
development.
DEADLINE
: July 7, 2003.
FUNDING
: $99,350,000 total estimated available; range for awards is estimated from $350,000
to $2,000,000 dependent upon enrollment numbers of students in the LEA (see Federal Register
notice for specifics); number of awards to be given is estimated at 100 to 125. Project period is

: The Mutual Service Foundation grants funding to programs that encourage

Learning Science Centers (NSF)
PROGRAM
: The National Science Foundation (NSF) solicits proposals to fund the
establishment of large-scale, long-term centers to create an intellectual and organizational
foundation to advance learning research. Funding is available in two categories; (1) centers, and
(2) catalyst awards for partnership building.
DEADLINE
: August 5, 2003, for letters of intent (required for centers); August 5, 2003 (for
catalyst awards for partnership building); September 17, 2003, for full proposals for centers.

Targeted Expansion of Substance Abuse Prevention (SAMHSA)
PROGRAM
: The Substance Abuse and Mental Health Services Administration is soliciting
applications for funding to expand local capacity for mounting prevention interventions to
combat the use of ecstasy and other club drugs.
Projects may include: developing, replicating, implementing and/or adapting evidence-based
prevention interventions; school-based programs targeting the danger of club drugs; conducting
community-based prevention programs; training state and local law enforcement, education and

other community officials; and targeting pilot programs with evaluation components to foster
innovations.
