PREFACE
The purpose of this manual is to provide guidelines to School Bus Inspectors, Technicians,
Maintenance Supervisors, and Transportation Directors for school bus vehicle inspections through
standardization. This manual is to be used in conjunction with the school bus inspection form as
required by Rule 6A-3.0171, Florida Administrative Code (FAC). A copy of this form is included on
page ix of this manual.
The goal is to ensure that all inspections are conducted using the same standards and that all
maintenance personnel and directors are aware of which items on the vehicle are to be inspected,
how they are to be inspected, and which items are to be considered “out of service,” (removing the
bus from service until the item is repaired).
This manual was prepared to clarify the many gray areas that occur during school bus inspections.
This manual will not answer all technical or interpretive questions and will not eliminate the need for
trained personnel to exercise professional judgment. The emphasis of the manual is “SAFETY,” which
should be foremost when doing inspections.
Resources used in preparing this manual are as follows: Florida School Bus Specifications, National
Standards for School Buses and Operations, Federal Motor Vehicle Safety Standards, manufacturers’
maintenance and shop service manuals, other states’ inspection standards, and other industry
standards for maintenance and repair procedures.

TRANSPORTATION OF SCHOOL CHILDREN
1006.22 Safety and Health of Pupils -
Maximum regard for safety and adequate protection of health
are primary requirements that must be observed by school boards in routing buses, appointing drivers,
and providing and operating equipment, in accordance with all requirements of law and rules of the
State Board of Education in providing transportation pursuant to s. 1006.21:

Each district school board shall designate and adopt a specific plan for adequate
examination, maintenance, and repair of transportation equipment. Examination of the mechanical
and safety condition of each school bus must be made as required pursuant to rule of the State Board
of Education. The State Board of Education shall base the rule on student safety considerations.
(11)
The district school superintendent shall notify the district school board of any school bus
which does not meet all requirements of law and rules of the State Board of Education, and the district
school board shall, if such school bus is in a unsafe condition, withdraw it from use as a school bus
until the bus meets the requirements. The department may inspect or have inspected any school bus
to determine whether the bus meets requirements of law and rules of the State Board of Education.
The department may, after due notice to a district school board that any school bus does not meet
certain requirements of law and rules of the State Board of Education, rule that the bus must be
withdrawn from use as a school bus, this ruling to be effective immediately or upon a date specified in
the ruling, whereupon the district school board shall withdraw same from use as a school bus until it
meets requirements of law and rules of the State Board of Education and until the department has
officially revoked the pertinent ruling. Notwithstanding any other provisions of this chapter, general-
purpose urban transit systems are declared qualified to transport children to and from school.

CHAPTER 6A-3 TRANSPORTATION
6A-3.0171 Responsibilities of School Boards for Student Transportation.
Each school board shall exercise specific powers and responsibilities, as follows:

Inspection and maintenance of school buses.
(a)
To provide, after considering recommendations of superintendent, adequate storage,
maintenance and inspection procedures for all the buses owned by the school board, and to
assure that all contract buses in use in the district are properly inspected and maintained in
accordance with law and rules of the State Board.
(b)

The inspection shall be conducted in accordance with procedures and include all items listed
in the State of Florida School Bus Safety Inspection Manual, 2003 Edition, which is hereby
incorporated by reference and made a part of this rule. This document may be obtained from
the Bureau of Career Development, Department of Education, 325 West Gaines Street,
Tallahassee, Florida 32399-0400, at a cost not to exceed actual production and distribution
cost.
(c)

Inspection of buses shall be scheduled and performed at a maximum interval of 30 school
days. Any bus that is removed from service or deadlined so as to disrupt the safety inspection
schedule shall be inspected prior to being returned to service. All deficiencies discovered
during the safety inspection shall be noted on the inspection form. Follow up repairs of all
safety related items shall be made before the bus is returned to service and shall be
documented.

School bus inspections shall be conducted by technicians certified as school bus inspectors
in accordance with the State of Florida School Bus Safety Inspection Manual, 2003 Edition.
The requirements that inspections be performed by a certified school bus inspector may be
waived for a period not to exceed six (6) months when an emergency condition exists, upon
written notification to the Secretary of Education by the district Superintendent.

SPECIFICATIONS NOTES

School buses may be updated to current specifications (i.e., specifications in effect at the time of
the update) if the district so desires. The applicable inspection procedure would be revised
accordingly (per the applicable specifications).

Pilot test items approved by the Department of Education and the FAPT School Bus
Specifications Subcommittee may vary from specifications listed in this manual.
3.

All Florida Specifications dates listed in this manual refer to the date the vehicle was ordered or
the procurement under which the vehicle was purchased.
Actual production dates cannot
always be used to determine applicable specifications due to lead-time between ordering and
build dates.

All Federal Motor Vehicle Safety Standards dates listed in this manual refer to the chassis build
date.
5.

Section 1006.25, Florida Statutes, requires that all school buses transporting public school
students meet specifications applicable for the year of manufacture. Any public school bus not
meeting all applicable specifications must be immediately removed from service until all
specification(s) non-compliance items are corrected.

The inspection form and manual were approved for use by the FAPT and adopted as part of the State
Board of Education Rules in November 1994. The manual is to be used by all transportation providers
regulated under Section 1006.22, Florida Statutes, and Rule 6A-3.0171, FAC. We encourage

INSTRUCTIONS
This school bus inspection manual shall be used in conjunction with the state school bus inspection
form (pages ix through xii). Instructions on proper use of the form and manual are as follows:
Inspection Form and Sample of Completed Inspection Form

Heading:
Fill in completely the Local Bus Number, Mileage, Repair Order Number (RO#), Date of
Inspection, Chassis/Body Manufacturer, Seating Capacity, Model Year of Bus, and Shop
Location (if district has more than one shop).
b.
Status Code Indicators

A "

" (check) indicates the item inspected meets all requirements of this manual and is in
proper working order.
2.

An “X” denotes a type of defect, which does not affect the safe operation of the bus. This
item could be repaired before returning the bus to service (if a district policy) or a note put
on the form for the item to be repaired in a reasonable amount of time.
3.
?
The letter “O” indicates defects of those items of a safety nature.
The bus shall be
removed from service until that item is repaired.
c.
Status Code Column
As each numbered item in the “Inspection Items” column is inspected, a

the results of the inspection shall be placed in this column. Examples for specific items (see
Sample Form pages xi through xii) are as follows:

Item “2., Section B-Outside Bus” is marked with an “X” for a nonfunctional clearance light.
To help in identifying which clearance light is nonfunctional, a circle shall be put around the
words “clearance light,” and a brief description put in the “Comment” column; i.e., L.F. (left
front) corner. This description will also help if a technician other than the person inspecting
the bus will be repairing the deficiency.

Item “13. Section D-Wheels and Tires”, Low air pressure in the R/F tire. Since this is an
“out of service” item the letter “O” shall be placed in the “Status Code” column.

Inspection Items
These are the items to be inspected in each area of the bus. Items that are in bold type are
main items within the area of the bus the inspector shall check. Items not in bold type are
details that pertain to the main items.
Example: “Section A-Inside Bus”, Item “1. Emergency Equipment” would cover such items to
be inspected as the fire extinguisher, first aid kit, body fluid cleanup kit, and roadside reflectors.
Those items to be inspected, as well as inspection procedures, “repair-note” or “out of service”
criteria will be found in the manual on pages 1, 2, 3, and 4.

Comments
This column shall indicate the nature of the problem with the item circled in the “Inspection
Items” column. For example, if the left front clearance light was not in accordance with the
written instructions in the manual, it would be noted in the “Comments” column (see sample
form pages xi and xii).
f.
Technician’s Initials
This column shall be used by the technician who actually made the repair to show the
correction was made on that particular item and by whom (see sample form, pages xi and xii).
Service managers or delegates who decide not to correct “Out of Service” items identified
during an inspection shall initial in the appropriate "Tech. Init” box.
g.

Section E-Lubrication and Maintenance is optional and is provided for the district’s
convenience.
h.

Th
e additional space for “Comments” on the back page of the form shall be used to provide
additional information related to the inspection. When using the comments section, you should
identify the comments by section letter and number, when possible. This area is also used to
denote any deficiency not covered on the form.

The “Tire Section” shall be completed on each inspection. The tread depth shall be measured
according to this manual and recorded. The air pressure shall be recorded as is and then the
pressure shall be adjusted.
j.
The “Inspector’s Signature” is very important and shall be completed on each inspection form.

The “Certification Number” shall be used to insert the inspector’s assigned certification number
as shown on his/her certificate.
l.

Confirmation of “Bus Returned To Service Date ” is very important, especially in medium to
large fleets with multiple shops to provide the date that the school bus was returned to use.
m. The inspection form must be initialed by the service manager or his/her delegate.
Sample Repair Order

Repair of all deficiencies noted on the inspection form must be verified on a repair order
including complete parts information and labor descriptions (see sample repair order forms,
pages xiii and xiv).

The technician who makes the correction should initial the repair order in the “Tech. Init.” box
corresponding to the item corrected.

It is recommended that the inspection form is also attached to a repair order and both
documents placed in the vehicle record.

Manual
The information in the Florida School Bus Safety Inspection Manual is in much greater detail than the
individual items listed on the state inspection form.
In the upper left-hand corner of each page the subject matter is listed by section and subsection such
as, Section A-Inside Bus, 1. Emergency Equipment; Fire Extinguisher; First Aid Kit; Body Fluid
Cleanup Kit; and Reflectors; There are three (3) columns on each page with the headings left to right;
Inspections Procedures, Repair (or note) If, and Out of Service If. Their descriptions are as follows:

Inspection Procedures: These are items the inspector shall check for, such as; presence,
condition, operation, mounting, approved specifications, and other pertinent information
related to the particular item being inspected.
b.

Repair (or note) If: This column provides information on deficiencies found which would be
considered non-safety-related.
The appropriate status for items in the “Repair (or note)”
column can be found in the comments in that column in the inspection manual. Deficiencies
found meeting the “Repair” failure criteria in that column shall be repaired in a reasonable
time frame. If “Note” is the appropriate failure criteria, the item is okay currently but may need
repair soon.

Out of Service If: Safety related deficiencies discovered during the inspection that meet the
failure criteria in this column shall cause the bus to be removed from service until that item is
repaired.
Role of the School Bus Inspector
The role of the school bus inspector is to identify and document deficiencies on buses
according to the procedures and criteria within this manual. Results of those inspections are
to be reviewed by the district service manager, who shall make final determination regarding
whether buses are safe or unsafe to operate, unless this authority has been specifically
delegated.

School Bus Inspection Certification Program
This program shall meet the requirements of Rule 6A-3.0171 (8)(d), Florida Administrative Code (FAC)
that technicians who perform school bus inspections must be certified as School Bus Inspectors.
Certification shall be in effect until the end of the fifth calendar year from the date stated on the certificate,
and person(s) must re-certify every five (5) years thereafter to maintain certification (see Re-certification
Program for details). The qualifications, training, and testing requirements for certification are as follows:
A.
Level 1. Certified School Bus Inspector
1.
Qualifications Requirements
a)
?
The candidate must be able to document a minimum of two years of journeyman level mechanical
experience in the repair and maintenance of motor vehicles in any of the following areas:
automotive; truck; heavy equipment or bus. The required mechanical experience is defined as
“hands-on” or “wrench-turning” experience; or:
Successful completion of a course in vehicle maintenance and repair with a minimum two year
curriculum from an accredited school may be substituted for the required two years of “hands-on
or wrench turning” experience.
b)
The candidate must be functionally literate (have basic reading and writing ability).
c)
?
The candidate shall complete the “Application for State of Florida School Bus Safety Inspector
Certification,” and submit the application to a Certified School Bus Inspection Trainer to verify all
qualifications and eligibility requirements prior to training.
d)
?
The candidate must be or have been classified by their current employer as a journeyman level
mechanic/technician. This classification must be in the form of an official job description; or: a
current employer may establish journeyman classification for a candidate, in cases where the
candidate is working as a journeyman level mechanic/technician without being classified as such
by his/her employer, by submitting a letter to the School Transportation Management Section of
the Department of Education requesting a waiver of the job description requirement. Acceptable
job descriptions cannot contain language indicating the candidate is expected to perform the
duties of a mechanic’s assistant or equivalent. Unless a waiver is granted, a candidate classified
as less than a journeyman level mechanic/technician may be tested, but will not be certified until
such time as the district or current employer promotes that person into a position classified as
journeyman level mechanic/technician.
2.
Training Requirements
a)
?
The candidate shall attend a minimum two-day school bus inspection training program conducted
by a Certified School Bus Inspection Trainer.
b)
?
The candidate should be thoroughly familiar with the current edition of the State of Florida School
Bus Safety Inspection Manual prior to attending a training class.
c)
?
Using the procedures and information learned in the class, the candidate shall practice performing
school bus inspections on several school buses prior to testing.
3.
Testing Requirements
a)
?
Testing of candidates will be administered by the Department of Education, School Transportation
Management Section.
b)
The testing consists of two parts, a written test and a hands-on test.
c)
?
Both tests are administered during the same test session (same day). The testing takes about
four hours to complete.
d)
Only those candidates who pass both tests can be certified as a “Certified School Bus Inspector.”
e)
?
If a candidate fails either of the two tests, then he or she will have to retake the test that was failed
in order to obtain certification.

f)
?
If the candidate fails either part of the test more than twice, the candidate must receive additional
inspection training by a trainer. The candidate must have this additional training before he or she
can be scheduled for further testing.
g)
?
The number of times a candidate can take the test(s) is limited to a total of four (4) times. The
candidate will be allowed to resume taking the tests after one (1) year from date of the fourth time
the test(s) was last taken, and documentation of retraining is provided.
Written Test
1.
?
Consists of one hundred (100) multiple-choice questions. All questions are related to the material in
the inspection manual.
a)
A time limit of one and one half-hours (1 and 1/2) will be allowed to take the test.
b)
?
Test candidates will be notified of the amount of time remaining. A verbal notice will be given at
thirty (30), fifteen (15), and five (5) minute intervals, prior to the end of the time limit.
c)
The minimum-passing grade of eighty percent (80%) is required to pass the written test.
d)
?
Assistance may be requested to have the test read to the candidate in English or Spanish prior to
the testing date, provided the candidate can demonstrate basic literacy skills.
e)
?
The test is not an “open book” type of test. Only the test booklet and answer sheet are to be used.
The candidate must supply a pen or pencil.
Hands-on Test
1.
?
The test candidate will be required to perform an actual physical inspection of a school bus.
All
equipment (except pen or pencil) needed to take the test will be provided at the test site.
2.
A Type B, C, or D school bus with air brakes will be used in the hands-on test.
3.
?
The candidate should use the information learned in the training class and professional knowledge to
perform the inspection.
4.
The inspection manual must be used while performing the inspection.
5.
?
Basic assistance will be provided if asked, e.g., to operate the brake lights while the candidate
performs the brake light check. This is done to maximize the amount of time allowed.
6.
A time limit of one and one half-hours (1 and 1/2) will be allowed to take the test.
7.
?
Test candidates will be notified of the amount of time remaining. A verbal notice will be given at thirty
(30), fifteen (15), and five (5) minute intervals, prior to the end of the time limit.
8.
?
The bus will have a minimum of nine (9) deficiencies (or bugged items) that the candidate must
identify and properly note on the inspection form.
9.
The deficiencies on the bus may be either existing deficiencies or ones created by the DOE.
10. Each deficiency or bugged item discovered counts as ten (10) points.
11. A minimum of eight (8) of the nine (9) deficiencies used in the test must be properly noted on the
form.
12. The candidate must complete the inspection form properly. The inspection form counts as ten (10)
points.
The candidate will be allowed to make a maximum of three (3) mistakes on the form.
Examples of the type of mistakes that could be counted are: the mileage is missing from the heading;
or a blank in the Status Code column; or the deficiency or bugged item discovered is not identified or
noted properly on the form.
13. Nine (9) inspection items times ten (10) points equals ninety (90), plus ten (10) points for the form
equals one hundred percent (100%). A score of ninety percent (90%) is the minimum passing grade.
The district or employer will be notified in a timely manner regarding the certification status of each
test candidate.
B.
Level 2. Certified School Bus Inspection Trainer
1.

All the requirements listed in section

1. a), b), c), and d), plus the following additional items:

The candidate shall be able to facilitate and present a training class on school bus inspection.

The trainer candidate shall have leadership qualities and exhibit above average professionalism in
the performance of his/her duties.
c)

The candidate shall have the ability to speak in front of the class participants in a clear, relaxed
manner, and present the material so participants fully understand the inspection process.
d)

The candidate must be able to facilitate inspection training for school districts, charter schools,
and private transportation providers that do not otherwise have a trainer available to them. This
may entail a trainer traveling to another district or organization to facilitate this training.
e)
?
The candidate shall complete the “Application for State of Florida School Bus Safety Inspector
Certification” and submit the application to the DOE lead trainer at the time of the Train The
Trainer class to verify all qualifications and eligibility requirements have been met.
2.
Training Requirements
a)
?
The candidate should be thoroughly knowledgeable of the current edition of the State of Florida
School Bus Safety Inspection Manual prior to attending a training class.
b)
?
The district trainer candidate shall attend a Department of Education sponsored Train The Trainer
Class (two days) and a Testing Session (one-half day). Only those who are not currently certified
as a Certified School Bus Inspector will need to take the tests.
c)
?
The candidate will receive intense training, information and handouts on performing a proper
inspection from the DOE trainer in the following specific areas:
1)
Purpose of the program
2)
Law and Rule
3)
How to use the Inspection Manual
4)
Proper use of the Inspection Form
5)
Inspection, Repair or Note, and Out of Service Criteria
6)
Information in areas where class participants may need additional training.
d)

Certified trainers’ duties will include the responsibility of verifying all the requirements which class
participants must meet prior to training. The certified trainer must also sign the “Application for
State of Florida School Bus Safety Inspector Certification” to verify that inspector candidates have,
in fact, received training and are ready for testing.

D. Level 4. Supervisor II Certificate
This classification is made available to supervisors who wish to be certified as managers of the school
bus inspection process, but do not need to be certified to perform a physical inspection. The School Bus
Inspection Program Manager Certificate will not qualify the holder to perform school bus safety
inspections. The Qualifications, Eligibility, and Testing requirements for this certificate are:

The Supervisor II candidate must have a minimum of one (1) year experience in school transportation
management, or:

School Bus Inspection Re-Certification Program
Technicians who are certified as Certified School Bus Inspectors or School Bus Inspection Trainers must
re-certify every fifth (5
th
) year to continue their certification. The following are the qualifications, eligibility,
and testing requirements for re-certification:
1.
Qualification Requirement
a)
?
The re-certification candidate must have been issued a certificate as a Certified School Bus
Inspector, Certified School Bus Inspection Trainer, or Supervisor I or II, and must meet classification
requirements found in Section A., 1., d), Certified School Bus Inspector, of the School Bus
Inspection Program requirements, found on page xv.
b)
?
Re-certification must take place sometime between January 1st and December 31st during the fifth
calendar year of certification. For example: if the candidate’s certificate is dated January 10, 2000,
the candidate would need to re-certify in the fifth calendar year, i.e.; sometime during the year 2005.
If dated December 10, 2000, re-certification would still be required during the year 2005 (on or
before December 31, 2005).
c)
?
Each re-certification candidate must complete the “Application for School Bus Safety Inspector Re-
Certification,” and provide a copy of their current job description or waiver letter, to be returned along
with their re-certification test materials to DOE, to qualify the test for grading.
d)
?
Candidates are required to obtain inspection manual update/revision information, and a signature on
their re-certification application, from a trainer prior to re-certification testing.
2.
?
Eligibility Requirement
Only certified inspectors and trainers who are within the fifth calendar year following certification or
re-certification are eligible to re-certify.
3.
Testing Requirement
a)
?
The re-certification test will be administered within school districts. This will allow districts “in-
house” flexibility in scheduling the re-certification of inspectors.
b)
?
The times and dates of re-certification test administration are to be determined by the district and
the district may schedule as many testing sessions as needed during the year.
c)
?
The school district “third party tester” can be an administrator within their human resources
department, the vocational technical department, or another department not connected with the
transportation department. Districts may also arrange for testing to be conducted by “third party
testers” from outside of their districts. The person or persons administrating the test shall not be
employed within or under the authority of the transportation department or a contracted provider of
transportation services to the school district.
d)
?
A form titled “Application to be a School Bus Inspector Re-certification Test Administrator” will be
submitted to the DOE School Transportation Management Section for approval. For district level
approval, the school district superintendent shall sign the form.
e)
?
The DOE will provide instructions and procedures regarding the administration of the test to
approved re-certification test administrators.
f)
?
At the beginning of each calendar year a list of bus inspectors who will be required to be re-certified
that year will be provided by the DOE to the transportation director, and service manager.
g)
The school district will make arrangements with a “third party tester” to administer the test.
h)
?
A re-certification test administrator must send the DOE a test session request listing test
candidates’ name(s) and certification number(s), and the proposed date of the test, a minimum of
four weeks prior to the test date.
i)
?
The test administered by the “third party tester” will be a thirty (30) question written multiple choice
type of test. The test will consist of questions on revised and non-revised inspection criteria in the
Florida School Bus Safety Inspection Manual.
