2003-2004 College Operating Budgets and Fall 2003 Fee Rates

This memorandum is written in response to your questions regarding submission of the 2003-
2004 College Operating Budgets.
The due date, established in State Board of Education Rule 6A-14.0716, is stated “by June 30 or
on a later date established by the executive director.”
Because of the need for a special session,
the due date for the college operating budgets may be extended this year.
This date will be
established as soon as the Legislature passes a balanced budget for fiscal year 2003-2004. We
will allow sufficient time for the new appropriations and fee rates to be finalized so that they
may be included in the operating budgets approved by your board of trustees and the Department
of Education.
Some of you have expressed a desire to publish your fee rates for Fall 2003 before the approval
of the operating budgets.
This fee schedule will be contingent upon final legislative action, and
may need to be revised when you complete your operating budgets at the close of the special
legislative session.
State Board of Education Rule 6A-14.0716(3) states, “Until a budget is approved, ordinary
expenses may be paid at the same monthly rate as budgeted for the preceding year.” This means
that your board of trustees does not need to approve an operating budget until 2003-04 state
appropriations are finalized.
