2003 Title I/Migrant Statewide Technical Assistance Conference
The Florida Department of Education (FDOE) Title I/Migrant Programs and the Florida
Association of State and Federal Program Administrators (FASFEPA) will host the 2003 Title
I/Migrant Statewide Technical Assistance Conference. The conference will be held at the
Peabody Hotel, 9801 International Drive, Orlando, Florida, September 8-12, 2003.
The conference will be the first statewide effort hosted by the Title I/Migrant Programs in
several years. Since the signing of
No Child Left Behind (NCLB) Act of 2001,
several regional
meetings have been conducted to ensure that districts and schools are knowledgeable of how this
law will impact the education of Florida’s students. This conference will be the first statewide

endeavor to address issues and concerns that are unique to Title I schools and the districts that
administer Title I programs. Topics to be addressed include, but are not limited to; Adequate
Yearly Progress (AYP); the Just Read, Florida! Program; High Poverty, High Achieving
Schools; Model Programs for Neglected and Delinquent Students; and successful identification
and recruitment methods for migratory students and best practices in ensuring that homeless
children and youth have equal access to free and appropriate public education.
The intended audience for this conference includes: District Coordinators for all Title I
programs, Homeless Education, English for Speakers of Other Languages (ESOL) and School
Improvement; Administrators of Federal Programs; School Site Administrators; Lead Teachers,
Migrant Advocates and Recruiters, and Parent Advisory Council members.
The conference planning committee is working diligently to ensure that this is a truly rewarding
experience. The tentative schedule is divided into two “mini-conferences.” The first 2½ days
will focus on Title I, all parts including the Education of Homeless Children and Youth (EHCY),
except Part C (Migrant Education); the last 2½ days will focus solely on the Migrant Education
Program. Additionally, the FDOE staff will host roundtable discussions on various aspects of
NCLB during the two mini-conferences.
Please mark your calendars for this important conference. Registration materials, draft agendas,
etc., will be coming out later in the spring. However, we are providing this advance
memorandum to district personnel for planning purposes.
