Timeline for Proposals for Baccalaureate Degrees

This memorandum is to notify you of action taken by the State Board of Education (SBE) on
Tuesday, April 15, 2003, related to community college baccalaureate degree proposals.
The
SBE adopted a timeline for receipt and consideration of community college baccalaureate degree
proposals submitted pursuant to Section 1007.33, Florida Statutes.
The attached timeline
considers review and input from the Council for Education Policy Research and Improvement
(CEPRI) prior to consideration and final action by the State Board, on an annual basis.
Note the first important date referenced is June 1 (amended to be a window of June 1 through
August 1) for any college considering a proposal to submit a Letter of Intent to the
Commissioner and CEPRI.
Subsequent dates reflect actions that align with budget decisions and
legislative activity.
Please note that August 1 is the deadline for submission of completed
proposals in order for SBE consideration during January 2004.

As I have stated many times before, please understand that the original start-up budget is
depleted, the 2003-04 budget will not contain planning monies for new proposals, and start-up
dollars in future budgets is questionable.
We are currently involved in discussions related to
funding for the proposals that have already been approved.
In this light, we need you to be
innovative in your approach for start-up funds.
SBE consideration of future proposals may
depend on an institution’s ability to secure the money necessary to design and implement
program start-up without state support.
This is an opportunity for you to work with various
business and community supporters in your area to develop partnerships that could sustain
proposed programs until upper-division FTE funding becomes available.
