Smaller High School Learning Communities (USDOE)
PROGRAM
: The United States Department of Education's (USDOE) Office of Vocational and
Adult Education is inviting applications for grants to plan and implement small learning
communities (SLC) within large high schools.
Funding will support projects to place students in smaller learning groups based on
student/parent choice or through random assignment as a means of boosting the achievement of
students who need a more intimate education environment. Also addressed will be specific
instructional or operational issues, namely; plans to provide a common core of rigorous academic
courses tied to standards; the process for distributing qualified teachers among the school's SLCs
and improving teachers' knowledge; strategies for helping struggling students; and securing
support from staff, community and parents.
DEADLINE
: May 19, 2003.
FUNDING
: $135 million ($25,000 to $250,000 each) for one-year planning grants; and
$250,000 to $2.5 million for three-year implementation grants.
ELIGIBILITY
: Local education agencies (including Bureau of Indian Affairs-funded schools)
on behalf of large high schools with at least 1,000 students in grades 9 - 12.

Reform Quality Initiatives (USDOE)
PROGRAM
: The United States Department of Education (USDOE) is inviting applications for
projects to enhance state-administered comprehensive school reform (CSR) programs, a systemic
approach to improving all aspects of schools, from student assessment to curriculum design.
Funding categories include: Fostering development of CSR models and providing capacity
building for CSR providers to expand their efforts, and providing quality technical assistance to
states, local education agencies and schools in making informed decisions about CSR providers.
DEADLINE
: For requested intent to apply notices, April 7, 2003; for applications, May 5,
2003.
FUNDING
: Total of $7 million between two categories for awards ranging from $1 million to
$5 million per year for up to three years.
ELIGIBILITY
: Public and private organizations that provide education and related services.

Arts Learning Grants (NEA)
PROGRAM
: The National Endowment for the Arts (NEA) is inviting applications to support
direct experiences for youths in the arts.
There are three areas on which grants will focus: projects (either independent or school-linked)
that benefit children in early childhood; school-based programs for children that are directly
linked to the school curriculum; and community-based programs that take place outside the
school.
Projects receiving priority will be ones which emphasize skill acquisition and direct participation
and access to quality art as a basic part of learning.
They may also include professional
development for teachers and artists. School programs may include summer or after-school
programs.
DEADLINE
: June 16, 2003.

FUNDING
: Range between $5,000 and $150,000. Most will range between $10,000 and
$100,000 and must be matched dollar for dollar. Project periods are two years.
ELIGIBILITY
: Units of state and local government (including school districts), nonprofit
organizations and tribal communities. Organizations must have at least three years relevant
experience. Colleges may apply if the project focus is directly on children and youths.

Childhood Safety and Agriculture (CDC)
PROGRAM
: Applications are being solicited by the Centers for Disease Control and
Prevention's National Institute for Occupational Safety and Health (NIOSH) for the purpose of
funding research on childhood agricultural safety and health.
The research should: develop and evaluate enhanced control technologies to reduce injury to
youths exposed to farm hazards; develop/evaluate incentives that encourage adults to protect
youths from farm hazards; and identify economic and social consequences of youths working on
farms.
DEADLINE
: For letters of intent, April 18, 2003; for applications, May 23, 2003.
FUNDING
: $1 million total; up to $250,000 per year each (in direct costs for three years) for
four to six new or competitive continuation projects.
ELIGIBILITY
: Domestic and foreign for-profit and nonprofit organizations, such as
universities, colleges, hospitals, laboratories, state and local government agencies, tribes, and
local community and faith-based organizations.

Toshiba America Foundation Grants for Grades K-6
PROGRAM
: The Toshiba America Foundation is inviting applications for projects designed by
classroom teachers to improve science and mathematics education for students in kindergarten
through 6
th grades.
Projects must take place during school hours, and must be in addition to the teacher's regular
science and math teaching units. The project should stretch over at least three class sessions.
DEADLINE
: October 1, 2003.

: Classroom teachers who must be involved in the planning of the program of
grades K-6 in public or private United States schools.
