Funding Purpose/Priorities
The purpose of funding is to support school districts in
implementing professional development support programs
for teachers in their first and early years of placement as

Teachers in low-performing or hard to staff schools,
and/or
ƒ
 
Teachers teaching a high need content area.
Programs should be based upon a coaching/mentoring
model and should provide a method for collecting student
and teacher data, the resulting analysis of which will be
used as the foundation of standards for Early Career/Early
Placement support programs.

Eligible Applicant(s)

Florida public school districts who at the time of
application have established a beginning teacher/early
career teacher support program or who have established a
component of such a program that addresses teachers
newly placed in high need schools or high need subject
areas, and who have established a partnership for
professional development with a public or private
institution of higher education.

requires local educational agencies to submit a common assurance for participation in federal
programs funded by the U.S. Department of Education;

State regulations and laws pertaining to the expenditure of state funds.
In order to receive funding, applicants must have on file with the Department of Education, Office of the
Comptroller, a signed statement by the agency head certifying applicant adherence to these General

School Districts, Community Colleges, Universities and State Agencies
The certification of adherence filed with the Department of Education Comptroller’s Office shall
remain in effect indefinitely unless a change occurs in federal or state law, or there are other changes

this application.

Provide a Narrative report that describes the proposed program, including the following information:

Project/Program Design - Describe how the Teacher Early Career/Early Placement program
will meet the needs of your district, schools, and targeted teachers. Include a description of
how the program reflects the expected outcomes of the project; the research or data used to
select the program’s practices, support and/or training. Include personnel and collaboration
responsibilities with the institution(s) of higher education.

The following information will be reviewed and scored as follows:

the project; the research or data used to select the program’s practices, support and/or training
are appropriate. Program personnel and collaboration responsibilities with the institutions(s) of
higher education are included. (15 points)

Project Action Plan – This portion will be judged on clarity of the program implementation
milestones and the assessment/evaluation process that will be used to determine success or
need for change/remediation. This plan includes timelines, persons/parties responsible, and
clearly defined partnership(s) with higher education institution(s). (20 points)
3.

Professional Development Protocol – The applicants’ professional development plan reflects
the standards developed by the FLDOE for high quality professional development. (15 points)
4.

plan that effectively incorporates reading initiatives and one or more of the Florida State Board

about the project to appropriate populations are thorough and effective. (5 points)
Reporting Outcomes
Project Reporting – Two reports will be submitted: one, a progress report submitted at an appropriate
time during the interim; and the second, a summative report submitted within two months after the
project funding ends. Reports should include project evaluation data and analysis. Both qualitative
and quantitative data will be compiled to document results of the project and the impact on schools.
Funding Method
Funding will be disbursed using the Advance Payment method as described below:
Advance Payment
– Upon receipt of the Project Award Notification, up to 25% of the total award may
be advanced for the first payment period. To receive subsequent payments, 90% of previous
expenditures must be documented and approved by the Department.
Documentation must be provided which details specific project activities prior to disbursement of
funds. If applicable, a list of deliverables including delivery dates should be provided.
Fiscal Requirements
Supporting documentation for expenditures is required for all funding methods. Examples of
such documentation include: invoices with check numbers verifying payment, and/or bank
statements; all or any of which must be available upon request.
Notice of Intent-to-Apply
The due date to notify the contact person of intent-to-apply is September 12, 2005. Send the notification
by e-mail or fax and include an e-mail address.
Providing the intent-to-apply is not required for an
application to be considered, but assists the applicant by assuring receipt of answers to frequently asked
questions and competition updates. Conversely, eligible organizations which file an intent-to-apply are
not required to apply.

Program Title:
Early Career /Early Placement Support Programs for Teachers in High

Process Description:
A panel of professionals representing a variety of areas with expertise in education, including
internal DOE staff as well as teachers and district administrators throughout the State will be
selected to serve on the review committee. For optimum fairness and objectivity in the
competitive process, each reviewer will evaluate and score a minimum of three proposals.
Individuals will come together in teams of three and reach consensus on scores. Funding
recommendations will be made to the Program Administrator.
